BT only exchange?

    First you will have to find out why BT "won't let them" before complaining. http://www.ofcom.org.uk/static/archive/oftel/publications/broadband/dsl_facts/LLUbackground.htm shows what has to happen for LLU operators to install their equipment. If your exchange is physically too small for the extra gear and/or it is impractical/unsafe for BT to expand the exchange there's nothing that can be done.
    Combine that with it costs LLU operators around £100000 to install their own equipment it just isn't profitable for them to contemplate exchanges with very low subscriber numbers.
    Recent news suggests BT's USO will be removed and rural areas won't have to use BT at all - http://business.timesonline.co.uk/tol/business/industry_sectors/telecoms/article5439268.ece and " could pave the way for BT to rip out its century-old copper network in some of Britain’s least-populated regions".
