Looking for a contract with handset and texts included

Hello all,
I am looking for a contract for OH and would like some advice on the best deal to go for. He wants (this is in order of importance I don't expect to find everything!)
1. As many inclusive texts as possible
2. Ability to play MP3s
3. Internet access (maybe with some free access included e.g. evenings and weekends or something like that)
4. Camera / video recorder
5. Some minutes included
6. Keep old number (which is with Orange)
Another note is that his Orange phone gets poor coverage in our flat while my o2 phone gets good coverage. I'm not sure about other networks.
Can anyone recommend what the cheapest deal would be for him? I don't know much about these things as I am on an archaic o2 deal (it's so old it's actually with BT Genie) which I don't think I will ever change!
I got a letter from Virgin (I have my TV / internet / landline contract with them) offering 250 texts, 150 minutes and a handset for £12 - he would be willing to pay a bit more than that for more texts but I am not sure if that is a particularly good deal or if there is better value out there.
