I had a similar situation a few years ago...fitted new internal wiring and master socket (I know) and fitted a solid oak floor over the cable to discover 17-18kbs over certain protocols..turned out pipex had decided to start traffic shaping..it just coincided with the works on my house...relieved and annoyed....luckily out of contract so I left. (with hindsight I should have laid cat5 for the phone rather that relatively cheap extrension cable (I've learnt a lot since then)
