We really need to know if this really was a bailiff. A Bailiff wouldn't just clamp a car and walk away without leaving any paperwork behind (or at least, they're being well naughty if they have), and the OP doesn't mention if any paperwork was left.
For this kind of debt to be with a bailiff, a court order would have to exist, it would have to go to enforcement and this really doesn't sound like the way that the sort of bailiffs who do that work operate.If you don't stand for something, you'll fall for anything0 -

Under my HP agreement the company can just come and take it. We are not covered by the Consumer Credit Act because the loan was over £25000. We have paid nearly all of this money but because OH lost his job last year we could not pay the balloon payment at the end. I have spoken to Trading Standards and National Debtline and they say the HP company are entitled to take back the goods.
You were right about the guys not being Bailiffs they are working for the HP company. They do not need a court order apparently.
