In comparison to PCN issue by a CEO, CCTV enforcement does seem to be being abused. (I presume you mean it was a postal PCN).
According to DfT Guidance if a CEO had been present then what he should do is to approach and advise you. That isn't possible with CCTV but an interesting comparison.
You say 2 minutes. Ok, I take your word for it as I do with all posters. It does seem though, that people sometimes underestimate that period - and the Council have video recording remember.
Now I've realised it is CCTV then I understand why you were earlier vague about what restrictions there actually were - you haven't been able to check.Another comparison to a hand issued PCN - first thing most people do when they get one is to look at the signs and say - 'ok fair enough' or 'hey that's not right'. With CCTV you lose that opportunity and in many cases the opportunity to check that the signage and road markings are compliant.
Now. There is a possibility. You are allowed to stop anywhere on the highway in emergency. To clarify directions then I would say a single yellow is fine. Whether a directions issue qualifies is another matter. I would argue so but I doubt the Council will agree.
Our Government is supposed to be commited to environmental issues yet the Councils attitude to enforcement belies this. What are you supposed to do? - carry ondriving like a numpty, possibly unsafely so being unsure of destination and adding to both congestion and pollution. That's my argument anyway!
It might be wortha challenge if they are promising to extend the discount operiod - but you haven't shown the PCN. there may be other flaws.
Slight problem. Enfield use NCP to enforce and I believe they deal with, at least, some appeals. Don't expect to much of that bunch of numpties IME.
What you decide to do depends on how strongly you feel/financial aspects etc.0 -
Checking where you are isn't an emergency by any stretch of the imagination. What the OP should have done is drive to somewhere it was legal to park, then walk back to the suspected location of the shop to check what was going on, as I've already suggested.0

Councils are only interested in income and not your circumstances. It's unlikely you will succeed on getting the PCN cancelled on mitigating circumstances. I advise you look for a flaw in the paperwork or the signs and lines. So take some photos and upload them and the paperwork here so we have something to work with and can advise you accordingly.0

I have written a letter to the council and I will let you know how I get on, as with getting more evidence I wont be able to get there for a while and i have to get this letter into them so I will just hope they take pity on me !! Doubt it though as money is more important to councils these days.
Maybe I should have stopped in the middle of the road and put me hazards on whilst I consulted my A to Z !! You learn from mistakes and I have learnt from this one. Frustrating.0 -
Councils are not totally unreasonable. My wife had a PCN cancelled by appealing. (Her parking ticket had fallen upside down when blown by the wind whilst she was closing the door, but it was in the vehicle and they accepted it as evidence that she'd paid).0

I sent a letter to the Council and gave my reasons for stopping and recieving a fine for two minutes in the wrong area by a camera !!
I have just got a letter back from the council and they have cancelled my fine, I am going to give some of the money that I saved to a friends charity so at least I will be happy and a charity will be better off.
If anyone gets a fine please dont give up send a letter and you might win - If you win your appeal put some of the money into a charity.
