I believe I like your attitude Neil B. I'm all fired up now, and going to call the DVLA straight away!
The postal PCN was issued on 07/01 (received today) for £120, with a 28 day payment date (£60 if paid in 21 days).
I emailed them this morning (with and email trace and return receipt). An automated emailed response said they would respond by post.
You've made me feel very naive (but not in a bad way!) - Ready to stand up for myself now!

Spoke with DVLA (very helpful gentleman).
My next course of action is that I need to send in a letter to the DVLA stating what has happened and to include:
Vehicle Reg
Make
Model
Name and address
They will then ensure this remains on file to avoid any further issues (new reg will be issued if it does become a problem in future.
There is no need for the police to get involved a this stage.
Sending the email correspondance to the PCN issuer is correct course of action, and should suffice.

Too many people allow themselves to become anxious by stringing it out.
Now it's down to the Council. Don't hold ya breath with that mob!
In such exceptional circumstances I think you could be excused for hassling them a bit and asking them to look at it quickly. Ya have to try and get past the muppets who answer the phone and identify someone senior.
Good tip - use the switchboard and get the identity of the Manager of the PCN Appeals/processing Dept and ask to be put straight through.

I have tried calling the council, but it is an automated line, and when you eventually get an option to transfer to Customer services, it says they are all busy and cuts you off! I will keep trying, but I don't hold out much hope!
My next step is to try the main council number - again!

This was a postal PCN based on CCTV. (I actually feel sorry for the real owner, as the wheels are about 2 inches out f the parking box, which is what they are being done for!
Now the good news...
Having got through to someone via a housing line (! I know it was sneaky, but hey!) I spoke to a wonderful guy called monty. He rang the appeals line for me, and they checked the details and they will be cancelling the ticket and writing to confirm.
They did miss read the reg number.
So panic over for me!0 -
