Daytime dial-up anytime without a BT line?

My mother has just recently become an e-citizen and bought a computer.
She is currently with NTL and therefore has an NTL telephone line with free local calls (all her contacts are local so this suits her very well) and the basic digital TV with NTL.
She wanted one of these daytime access only accounts that allow you to dial up the Internet anytime between 8am and 6pm for around £4.99 (available from Tiscali and BT).
However, they all specify that to activate these, she must have a BT line.
NTL offer value packages, but they are all centered around Broadband and are very costly and their anytime dial-up is far more than she can afford to pay.
Does anyone have any ideas what she can do to get one of these cheap daytime dial-up access with a non-BT line?

I had a telewest line and used the onetel service just over a year ago but things may have changed but it could be worth a call0

They do have a £6.99 Daylight plan, but when I entered my Mum's number, they said it wasn't available for her line.
