Cheapest mobile phone contract for someone who never uses it!

My grandparents are on a £12.50 contract with Orange, and are due for an upgrade (which I've had over the last couple of years as they're content with the old phone).
They're paying £12.50 a month but will not change from contract even though they hardly use it. Orange don't give them very good upgrades because it's such a low cost plan so is there either some company they can threaten to move to to get a better upgrade or should they move to another company right away.
They don't want to spend any more money and this is a little bit self centred of me (I would be getting the new phone), but I have tried persuading them to change to PAYG with no luck!
Your help is greatly appreciated!

Orange will match other plans but from what you are saying it doesn't seem like they are up for changing anything anyway. What about trying to get them to use their free minutes up each month. This will at least save them some money on their land line.0

Big advantage is zero line rental, so no use, no pay.

They can have a 1000 minutes per month and 12 months line rental for free with Orange. See here:

I thought about that but decided not to go for it because:
1) Possibility or probablility that they don't pay at least one of the cashback amounts
2) Can't get the £12.50 contract back at the end0 -
Perhaps you could persuade them to use the inclusive minutes instead of their landline. I am assuming that they also waste inclusive minutes.0
