This works for me - have you got software that can handle a PDF file ?
eg. Adobe Acrobat reader ?

I just click on the link (or Copy Shortcut & Paste it into the address bar of Internet Explorer) and there it is !

I find that if I click on the link it is broken because the pdf part of url isn't clickable. However, when I copy and paste link into browser it works just fine.0
