If your only receiving the single person discount then that is correct - council tax legislation includes no provisions for any form of financial means testing.

Depending on your circumstances you may however be able to claim Council Tax Benefit to help you pay your Council Tax. You need to get a claims form either direct from your council or their website.

I don't know who has told you that they have to respond within fourteen days, but it is rare that an LA will reply this quickly. By all means chase it up if you have not heard anything, but don't be surprised if it takes several weeks (or even months) for a decision.

Local authority have performance indicators and the authority which I live in has 10 days to respond to a letter.

A KPI does not mean that they have to reply within the suggested timeframe, just that they should try to. In reality a KPI is worth nothing more than the paper it is written on.

The Revenue Section in our area is run by a private company and they would incur a financial penalty if they don't reach the target set by the Local Authority.

They are always quick to respond.
