Yes the issue won't stay open for months, I reckon give it 2 weeks before its closed.

And if you had £1,000 now but knew you were going to be saving over the next few months the rest, then you would put the £1,000 in now and wait until the other money comes in, which by that time, could be too late.

And no if you had another Cash ISA open you wouldn't be able to put it in, whichever ISA in each tax year you deposit new money in, is your ISA for that year. You can transfer that money to another ISA and top it up in that though. (so NR ISA you deposit £1,000 in April. The deal closes. You cannot put any more money into any ISA yet. Come December you transfer the NR ISA to say, HSBC ISA, you can then top up the £2,600 because the new money is not in the HSBC ISA)
