Lost my phone/sim Can they do this?

I just bought a new phone from Orange. Without my old phone and Sim can they do this....from an email sent by Orange....
"If you're upgrading your Orange pay as you go phone, just register your new SIM Card and GBP1 free talk time will automatically be credited to your account once your upgrade is complete. We'll also transfer your details to your new SIM Card so you can keep your existing number, your address book details and any remaining talk time credit you have."
If they can do this, without my sim I would have done this sooner. But my phones been gone for a few weeks, I suspect if it is out there who ever has it would have used the credit by now (about 5 pounds). Can they tell me what the phone has been used for in the intervening time?

Wig, my daughter lost/was stolen a phone with a Virgin simcard and I reported it straight away. As it was registered on the Virgin website I could tell within half an hour that it had been used before Virgin blocked it.
They sent out a new simcard the next day with the credit left transferred, the same number and details on the card, so yes I would say that Orange should be able to tell what has happened to your simcard.
