PHP Error on Member page

Whenever I view the member page (member.html) a PHP Error appears above the page header and top images regarding the mktime() function, parameter 4:
It isn't affecting the working of the forums, but it is just a little inconvenient and means the page has an area of white space where the search box and site logo should be.

From my reference this appears to be the month parameter of the mktime() function.Warning: mktime() expects parameter 4 to be long, string given in /member.html on line 413
