    Stupid Moron. Yes they knew the century was going to end but at the time the software was written, memory was £30 per 1MB and they didn't think anyone would still be using software half a decade old or more.
    Nobody forgot 2008 was a leap year. Those in charge of maintaining accurate time decided to add another second to this year to maintain accuracy and this was something decided very recently.
    As for the Start Button, Windows was written for the corporate environment where computers traditionally don't get turned off.
