...they say the "neutral" level for base rate is 5%...however IMHO...I think the powers that be are preparing us for the euro so the rate would be around 3%...ie leveling up euro/uk base rates...uniform VAT at 20%...etc etc

Well like most people I don't have a crystal ball and if I did it would not be able to help to predict interest rates!
Anybody who really did know how interest rates were going would not bother posting here, they would be too rich to be bothered about money.

Personally I don't think we will see interest rates around the 5%-6% level for at least 2 years; if then, but of course anything could happen to change things quickly! How many of us could have predicted 6 months ago that the BOE rate would be 2% by Dec?
