Need Help With Bathroom Radiator Please

It has been fitted in the last year or so but has never worked properly. At the moment my heating comes on half an hour before I wake up. This one in the bathroom doesn't come on with the others but comes on hours after the heating has been put on.
I've bleed it and just water comes out now. The right valve is open fully.
The right one is very stiff and I tried opening it up (Anti-clockwise) and the top of it broke off. Should it be half a turn from fully open.
Anyone help?
Thanks

I hope you mean that the plastic top broke off, not the main valve adjustment. I would advise removing the broken plastic top and completely opening both valves to fully check the operation of the radiator. Once the plastic top has been removed you should be able to get more leverage on the valve mechanism with an adjustable spanner. From memory anti-clockwise is the correct direction to open the valve. If you think it is already fully open, this can be checked by seeing if it will turn back clockwise.PLEASE DO NOT STEAL

It may be that the system needs balancing.
Water finds the easiest route round the pipes, the route of least resistance. Balancing the system requires the lockshield valves nearest the boiler to be closed more than the rest of the house. As a general guide, close off the lockshield valve to at least 3/4 shut at the nearest to the boiler and then work your way round the rest of the house closing off a little less as you get further away from the boiler. The last one you can try to leave fully open.
see how you go with that !
