Does the £40 quidco for O2 'mobile broadband' apply for PAYG mobile broadband, or is it contract only?

Also, as I am a quidco nooby, is it guaranteed to track, or is there a possibility they will not pay?
I ask because, if quidco is included, I could get a one month trial of 3gb O2 mobile broadband for £5.
