mobile phone use and 18866 when abroad

we are registered with 18866 but it's impossible to ask them a question from their site and the FAQ's don't cover this. As an 02 mobile customer, when I am abroad can I use 18866 by inputting the appropriate prefix and then the number I want to call and still get the cheap rates? Calling the UAE, China and Eastern Europe is otherwise very expensive from a mobile
