In my experience with companies demanding some kind of money via the post, they do not need proof of receipt, only proof that they sent the letter. I had an issue with a Bank a few years ago who claimed to have sent me letters about a particular issue. I didn't receive them, and so protested, but they still charged me the extra monies incurred as a result of the letters not being received. Nasty Pasties!
I would assume that nothing has changed within the last few years and companies can still operate in this way... unfortunately.
