If this is the first time you ahve used your card and it was for a topup could just be bank being extra cautious, my daughter's first 3 transactions on her ulster bank meastro were top ups and all were declined or referred, she had to ring them to confirm she was making them. I think it is beacuse so much online fraud with top ups. give the bank a ring and ask them to check your card is active

Have you tried activating the card using on-line Ulster Bank is part of RBS and you can active a card on there.
If not Give them a ring.

I don't see any option to activate it online. What is it under on yours?

EDIT: It says under Activate Debit Card Unfortunately - this option is not available to you.

This is because it is not appropriate to your particular account on-line, or does not apply to customers under 16 years.

I'll phone them tomorrow.

You can ring them at night they are open 24-7. Well Natwest are.

I think it's just 8am to 10pm for Ulster Bank.
