Please help ~ Trying to download software

I have been trying to download some free photo editing software and all I am getting is a "part" download with the exe file. I have Windows XP and have not changed any of my settings so can't understand it. I have tried to download Photoscape and Irfanview but to no avail. Can anyone suggest why it is not successful. I would appreciate any help at all.

Where are you downloading the files from? Is there an option where you can choose a server closer to you?0

FlashGet is the mutt's nuts of download managers. Even if a download fails or stops for any reason, it will resume the download e.g. you don't have to start again from scratch. I have used it for many years.:doh: Blue text on this forum usually signifies hyperlinks, so click on them!..:wall:0 -
So what exactly is happening?
Is it just downloading very slowly (cnet is bad for this)
Or is it getting to a certain percentage rapidly then stopping dead?
Then what happens if you restart the download? does it get to the same percentage?Out on blue six..
