Both charge for receiving calls, are you talking pay as you go? i don't think t-mobile do prepaid data, not sure about at&t.0

I have always used Virgin mobile when in the US.
Their phones don't use sim cards so you would have to buy one of their phones but they are cheap although I think they were all designed for teenagers!
The basic plan is $0.20 cents per minute PAYG nationwide [no roaming charges]
Data plans are also available
