How do i take further action on CPW?

                    Hey guys
Iv recently had so many issues with my new Tocco phone from CPW, where iv changed 2 handsets (both Tocco) and both have had sound problems and having read online it seems to be a common problem with the phone (admitted instore)
I go in store and they say all they can do is change it for another Tocco and for an alternative handset to call CPW direct (as i upgraded over the phone), but then CPW say they cant give me a similar value/alternative handset, as its company policy and i am certain a third handset will have same problem. But then i spoke to someone on friday who said they in fact can change to another handset and she wud get the guy who sold me to phone to ring asap to swap the phone..but surprise surprise he hasnt.
Iv sent an email thro complaints system but no response and a letter threatening legal action but no response. IN the mean time im making calls back and forth to cpw and unable to use my handset properly and need it for work!
What further action can i take??? I cant afford to take legal action, is there anything else that will force them to sort it out?
