ISA with a passbook?

My daughter is 17. She has an ISA for regular savings, but keeps dipping into it. She does this by walking into the bank with some ID. She knows she needs to save, (to the point of asking the bank if they'll refuse to let her withdraw unless she brings in a letter from her mum!) but finds it really difficult. I've suggested a notice account as she's a non tax payer, but she seems to find that quite scary. Is there an ISA with a passbook or similar which I could keep for her?
I really want to help her - any suggestions?

Combination of any basic current account with linked instant access online saving accout: you keep online access to the saving account, current account is always empty unless you move some money into it from the saving account.
    I suggest Nationwide flexaccount + e-savings account.

Most banks if not all do an ISA with a pass book, shop around for the best rate though, Halifax is not so good.

Thank you all very much. We're going to spend some time at the weekend deciding on the best option, but she's much happier (and if your teenager's happy, you are)
