Possible change of mind on reducing ISA Allowances

Has anybody heard any more news re proposed changes ?
I've just had a "comic" from Barclays Stockbrokers which says that w.e.f. 06/04/05 the insurance component will cease to exist and the shares mini ISA will increase to £4000. The gov't has said that it will extend max'm investment of £7000 until 2009 subject to consultation.
Can I safely assume from this that the cash mini ISA will remain at £3000 ?
If so I'd better increase my regular saver payments in time for 2006/7.0 -
AFAIA, that consultation hasnt been completed although it is widely expectedd to extend the maximum.
