right, I can see the point of two accounts so I think I'm going to set up a second ... but ... if someone pays to my personal account and don't have funds, do I reject it and get them to send to the other account? or can I send it to my other account myself? Can I transfer the balance from the business account into the personal account to withdraw it all in one lump?

I can't see how it would be possible to use two paypal accounts on ebay to avoid fees. You will have your 'I accept paypal' option ticked and a paypal account added, if you add the basic paypal account you would have to reject all card payments and offer a different paypal account instead. However, whilst you are an honest seller it will sound an alarm to a lot of buyers as it may look like a hijacked account, asking for payments to be made to an account not associated with the auction.
Also, are you prepared to sit at the pC to reject all payments in a timely fashion and send emails explaining what you are doing? What happens if a buyer pays and then doesn't check their emails and is just expecting their item to arrive in the post? I think you will find this is just too problematic.
