Tax allowance for those with children born between 1986 - 2003 and 2002 - 03?

Has anyone heard of news that those with children born between April 1986 and April 2003 may qualify for an allowance that was available in 2002 but not claimed for by many. https://www.taxcredits.org.co.uk have details on it, but say that completion of the form will mean a £94 deduction (admin charges) in any successful claims. Amounts available would be £524 for kids born between 1986 and 2002 and £1049 for those born between 2002 and 2003.
When i spoke to Tax Credits office they firstly said they had never heard of it (!!) and then said fill in a 11CTC form - but that says you can only claim for 2002 - 2003??? They also said taxcredits.org had nothing to do with them and that information was wrong. (Was this just a ploy to stop me trying to claim what I am entitled to?)
Here is another confusing mine field for us normal people - can anyone help/advise/explain this any better, or had any successful claims on this issue?
I gather if you had an H or T at the end of your tax code in 2002 you have already had this payment? Again, something the Tax Credit office didn't know what I was talking about. What is going on? Why is the tax system so complicated and unfair for the majority of us who have to pay it?!? (... get off my soapbox...)
Any help or information would be appreciated.
I did wonder if this is something the fantastic Martin Lewis could investigate himself, but how can I draw this to his attention or get this information to him and his investigation team? If this is a biggy, it would be great if he could get his teeth into it!

there are a number of threads on this somewhere! lol. Yes there was a tax credit you could claim, the deadline for 2001 - 02 has passed (jan this year I think) and you only have till jan 09 to claim 02/03. I recently downloaded the 11ctc (there is a linky somewhere in the dark depths of these pages, maybe if you do a search or hopefully someone will provide one, sorry don't know how to) it was really easy and you just send it the tax office on your payslip. I think the higher earner has to claim ,in our case my husband. we had already received the credit unfortunatley, but some people on here have received a rather nice cheque for around £500

oh by the way, don't go to an 'agency' that can claim on your behalf for a small fee, its simple to do it yourself:A I WILL NOT USE MY SWITCH CARD:A0 -
by the way, it apparently has nothing to do with the tax credits we have now which is why they probably don't know about it.
just had another thought, if you ring the tax office on the payslip, some people have been told over the phone if they received it or not.

ok, it seems what you have seen is a company who are charging a fee for claiming on your behalf, you can download the form from here and put a claim in yourself which will save you their fee's

I wondered if anyone knows if this would have been paid in with the working families tax credit as I received that for some of 2002? Thanks0

I got very excited about this as my P60 clearly showed my tax code hadn't changed in 2003.
Unfortunately after finding a tax code notice I found that in fact my husband received the relief instead!
