We are talking about a licenced private hire plate, NOT a hackney plate.

The plate on a private hire car is to prove the council have approved that as a mini-cab & so long as it passes the MOTs & is within the age limit then it can be used as a mini-cab.

I'm not, I'm certain you can always sell a hackney plated vehicle including the licence. It is treated as a business, and is no different to a licensed fishing boat or licensed restaurant or a licensed market pitch or burger van pitch. They can all be sold as a business.

Oh sorry. Well I was talking about private hire.
I don' know the ins & outs of hackney that well.
