Not sure this is entirely true. We have just bought a house and we are not on a meter.There is a time limit within which customers can revert to an unmeasured charge. The time limit is within 12 months of meter installation. Customers will, however, have the opportunity to establish how their measured bill compares to the unmeasured bill before a decision has to be made.0

I am with Lea Valley Water, all meters are fitted automatically when a property changes ownership and those that choose to be metered, have 18 months in which to change their mind at no cost. I guess there are variances within the water companies.
In that case, with Severn Trent, they don't put a meter in when the house changes ownership.0 -
Meter fittings are dependent of water company and each have there own precesses.
There is a minimum time that the water company has to fit a meter from when you request one, With Severn Trent this is 6 weeks.
If more than 6 weeks passes they will asses you consumption and re bill you.
Call your water supplier to ask if they have a minimum service standard.
As for the £11.00 per week for water this is a little excessive but it does depend on the bill period and the amount of time the payment plan is spread over. i.e:
His rateable bill is from 01.10.2008 to 31.03.2008 (unmeasured bills are billed in advance!!!) and comes to £160.00
But
His payment plan started on 01.11.2008 and runs to 31.01.2008 (14 weeks) so would calculate to be £11.42 per weekHelping people lower there water usage and water bills
