Good Broadband provider? Do they exist?

Sorry for being a bit stupid about this but I have looked on ispreview.co.uk and I am now even more confused about what to do, so I thought I would ask for some first hand advise on here. Basically I am looking for a better broadband deal for my parents. They are currently with NTL and I think that the connection speed for the money is not very good, nor is the service whenever they have had problems. They currently pay £17.99 a month for a 512k connection. Ideally I would like to get them a 1 mbs connection speed. Their main use of the internet is for surfing on websites, sending some emails and they also do a bit of online gaming (well my sister does) and also download a few video clips and radio clips, but they probably use it for about 25-30 hours a week on average.
I looked at Toucan because they seemed cheap, but have now read some not very good reviews about them. Can anyone recommend a decent broadband provider for around £15-18 a month with a connection speed of 1mb? Also they would require a modem (pref. for free and free connection - otherwise they might just continue with rip-off NTL becuase they are too lazy to change their provider), but are fine with 12 month contracts and everything.
Please let me know of any suggestions for a good provider to fit their bill and I will be very grateful. I WILL get them to leave NTL!!

Hi there, I have been using Metronet now for over a month and it is fine and was easy to set up.
The Which Report on the subject is as follows
"Metronet did very well in every key area. Its pricing is complex, but customers gave it top marks for value. Its standard 512 service starts at £11.75 a month for 400MB, after which it is Pay As You Go. However there is a maximum payment limit of £22.75, which equates to about 5GB usage. Usage over this level is free. It also offers IMbps and2Mbps packages with various usage levels."
A friend of mine also uses them and he is happy with them.
They plan improving their service this year.

https://www.resource-utilities.com are excellent in my experience for customer service - although a small company, I have received friendly and helpful support. Not the cheapest around - but their prices always seem to have been based on long term sustainability. I first used them in 1999 for telephone calls. May fit the bill if customer service/reliability are important factors.0
