Jamie Oliver, What is Semolina Flour?

Perhaps I'm barking up the wrong tree then. Although seeing semolina flour for sale online (yes I did notice it on Amazon, among others) does confuse matters a little. Is the only difference between semolina (which I have seen in most supermarkets) and semolina flour that semolina flour is more fine from having been ground down a bit?
I've also seen mentioned that you can use spelt flour as a good substitute for semoline flour (???) which I know that Sainbury's sell. I've seen this 00 stuff too.0
