The issue was that the service provider did not provide the service I paid for........Most airlines can get away with changing flight times substantially without penalty to them,

Perhaps it is the service that was asummed that would be provided, some terms and conditions allow the airline to substitute with wet leased aircraft, change airports and flight times.

You seem to be confused as to whether this is something that has happened or whether it is hypothetical?

I agree with richardw, it is quite likely that there is an issue of perception here. Could you provide us with more specific details, if the situation is real?
    Gone ... or have I?

I have paid for a rt flight to Bangkok with a visa debit card..

If the flight is cancelled I do not know if I will be covered with my insurance due to it being through civil unrest .

Would "chargeback" be available in this scenario ?

No confusion. The previous posts I submitted relate to a similar event which happened earlier this year.

The scenario I am looking at re chargeback is simple..... if I pay for flights with a Visa Debit card and the airline significantly change the flight times (significant, as in enough hours to cause consequential costs), can I request cashback for the flights from my bank on the basis that the product I paid for is going to be significantly different from which the airline originally offered.

I do think you are correct however, that the "spirit" of a chargeback would not apply to flights in this case.

No, because while the times may be different, the product is exactly the same. You may be able to sue the airline for the consequential loss, but a chargeback will only happen if the product you've ordered can't be provided at all.
