voip for ringing uk from from usa?

im going to america from xmas eve until the 12th. When ive been before ive been able to ring home no problem because my girlfriend who lives there has a voip connection on her pc, however ,we wont be stopping at her home and will be in rented accomodation for the duration of my visit. I will have my laptop with me and was wondering if its the best idea to get a voip connection and use the laptop to make calls home. What is the best way of doing this? who is the best/cheapest provider to use? does it work as long as i can get an internet connection, i.e. if i took my laptop to an internet cafe and connected,can i then make calls ok. Im dumb to all this because ive never used voip before.

    If you are calling landline numbers or mobile numbers then I would recommend Voipcheap.com (NOT dot uk) €12.50 for 1000 mins of calls to landline nos and 1st 90 days free (upto 300mins per rolling 7days)HTH

    thanks, ive downloaded the software for voipcheap.com and it works great.
    I cant figure out though if im able to receive incoming calls if needs be. It asks you to configure your own number (i.e. home number). What number would someone ring if they want to contact via my voipcheap account?
