which bank looks at account history when deciding to upgrade acct?

hi all i'm after some advice regards to basic bank accounts. i've got some bad credit which has made it impossible for mew to get a current account so i've had to get a basic acct instead. i've had a easycash acct with halifax for around 3 years during which time it has been run well, unfortunetely they wont upgrade my account as i've had a ccj in the last 3 years, no matter how my account is run.

I'm looking to change banks to one which would take my account history into consideration when deciding to upgrade me to a current account. Do natwest do this with their step acct?
