Who do i complain to?

Just had a thought, why don't you simply drop in on them a couple of weeks before bonfire night and any other likely occasions like new years eve and ask if/when they are plannign fireworks? Ok I know that out of common courtesy they should tell you, but for your own peace of mind and your horse's security this might be the simplest and best course of action.

yes naturally, i agree, for my horses sake, i will be the one doing the asking and finding out,
i also think that the fireworks were up to a cat,4. and having looked up websites re: firework display laws. she was totally out of order for not warning us,
oh well, maybe i should have a huge display, with cat:4 fireworks that go up quiet then a huge bang etc, see how she likes it.
BEFORE ANYONE SAYS ANYTHING BOUT MY LAST COMMENT, I WOULD NEVER DO THAT,LOL. NOT her horses fault,
and, like i could afford any fireworks anyway,

Er the only fireworks that the public and groups etc can legally obtain are:
Cat1 indoor fireworks,
Cat2 garden fireworks and
Cat3 display fireworks.
NB it against the law for any fireworks company to supply Cat4 fireworks to anyone other than professional display teams and firework companies putting on displays.

The fireworks probably used for this event were probably the larger Cat3 25m retail consumer display fireworks which are loud except for some low noise Cat3 25m display ones which several manufacturers sell. It isn't illegal to set off fireworks before 11pm after the main firework seasons of Nov5th which has a cutoff time of 12 midnight /and for New Year's Eve/Diwali and Chinese New Year which has a cutoff time of 1am,and NO you don't have to legally tell anybody of your intentions to have fireworks any time of the year, but it IS advisable and very good practice if you are having or are planning to have fireworks out of season to tell:
animalowners
farmers
animalsanctuaries
horseriding stables and anyone with animals etc so they are forewarned and can take action where necessary to protect and/or move their animals accordingly to avoid and reduce the likely distress that would ensue from your use of fireworks.

I'm sorry to hear about this... Some people just don't think....At least your horses are out and not cooped up inside..a panicked horse, as we know, isn't a pleasure to be around...

Last year in fields that we kept horses in, from about mid october to mid november we had to do a daily check for all the debris as it used to fill up with rocket launchery stick things- nightmare!!
