BT line rental

Hello, I've just moved in a new flat,
and the BT phone line is active. I called my mobile from it and it worked,
and I found out what the number is.
I assume the previous tenant forgot to disable it or something...
Which means I shouldn't have to pay the initial setup fee as the line is not off?
I will not abuse this, and I would like to "switch" the contract to my name.
Now I can call 150, and tell them all this.
Normally, they should let me keep the number and I would start paying £10.5/month with direct debit and paperless billing, and they would probably lock me in for 12months or 18months.
As unfortunately, I heard of many people complain about BT operators,
and as a matter of a fact, a PA who works at my company hassled with BT for weeks to sort out an issue, I don't generally trust BT operators.
Is there anybody out there who is renting the line from BT and paying this amount : £10.5/month. I'm only interested in broadband which I will get with another operator, so I assume all I should pay is £10.5...
With this, i still get to make calls but they get charged obviously.
The other thing is should I expect not to have to pay the setup fee which is over £120, even if the operator claims so?
Note, I went to check with O2 for e.g. for this phone number, and the website says the phone number doesn't seem to be a BT number,
however that postcode is covered by O2.

are you sure its not a virgin phone line? would explain why O2 don't recognise it0

To see if it is a BT line call 150 and see if you get BT Customer Service.
Even if it is a working BT line and the connection is free your still have to agree to a 12 month contract.0 -

Correction, O2 recognizes ok. I had typed in a wrong number.
No it's not a virgin line. It's a BT line. calling 150 works.
So should I expect to have to pay £120 or so for the setup fee, or no?

I don't see why you should.
Usually there fee involves reconnecting your line at the exchange but as you have a dial tone then obviously its never been disconnected.
You could ring 150 of the phone and when your speaking to them if they try and charge you £120 ask why as you know the phone line is already connected as your speaking to them of it now!
They shouldnt even need to send a engineer out and in theory can do it all over the phone for you.0 -
It looks like no need to pay any set up/connection fee.
You could sign up with another provider without entering a long term contract.
Eg: Post Office, phone co-op, madasafish0 -
