Faulty Electric meter

Hi can anyone give advice? :mad:
My parents (60+) have been using a card meter for their electricity supply over past four years. In discussion with them they have been topping up and using £70+ a week for their supply and the house isn't ever very warm, with everyone wearing sweaters.
When I queried amount with them, they have spoken with British Gas who sent someone out to check meter.... haven't had it checked for 2 years and also not had any statements.
Monday am-Engineer said that meter was set at wrong tariff, faulty and was draining their money with little electricity being supplied. Readings also suggesting a huge over payment.
Have finally spoken with British Gas about it today; they said an investigation will take place. But can't tell me how long this will take or what usual procedure is, except that they may write and let us know. Seems that British Gas are happy to take your money, yet not very keen to repay it back.
