Trouble with BT Internet

Ive just got off the phone with a guy from BT in India who has told me that my internet connection is being restricted to 500k to 1MB/s and has been for the last year because i'm a heavy user. My router says i have a connection speed downstream of 3552k and ive been complaining for a year that i don't get that and asking why. I pay £24.99 a month for option 3 unlimited upto 8 Meg BT broadband.It says in the fair use rules that the bandwidth can be reduced during peak times but 1 year,is this allowed.What are my rights /options.

Ok, ive just spoken to BT's network management desk and the guy has said that a restriction applies to my connection, it is restricted to 1mbp/s. He has lifted it for now and i should get 2.5mbp/s from tomorrow but the restriction is reapplied on the first of every month and i will have to ask again to have it lifted. He admitted that restictions should only apply at peak times but my connection is restricted all the time.
