Carphone warehouse have two cheap PAYG's both in store and on the web:

Motorola C115 £12.29 with orange sim and £5 credit
Motorola C139 £14.99 with orange sim and £5 credit.

I just saw them in store. The C115 is not very pretty, but the C139 looked OK, and has a colour screen.
