From what I can see on the IH website the DMP advice that IH give is free but then they set it up for you with a company (it is then not clear whether that company might be charging???)Exactly what is a Debt Management Plan?

might this be part of the same group of companies in referred to in the first quote?
From the way that the site is branded and set up it is clear that they rather like IVAs.
Their handling of DMPs is a bit odd, the How much money will actually go to the companies I owe money to under a Debt Management Plan?' FAQ is a bit ambiguous, it does mention the free agencies but doesn't actually answer the question for if you were to set the DMP up with them in the way set out in my first quote.£34,547 (Dec 07); Current debt: £zilch (Debt free December 2010)

Any formal debt solution, IVA or Bankruptcy will involve a fee. Nothing you can do about it - legally.
You mis the point insider66, it is no good offering a free impartial helpline when there advice or solution can be both fee based and profitable, the two never work together.

So maybe the best advice is to be gained from a company who would make money whatever plan you went on...
Get the advice, then use someone else to set it up if the advice is DMP?0 -
I couldn't see that bit on there Insider66, mind you am still wading through
ETA: just found it, last link on the DMP page takes you to a page that does a bit of a selling job on IVAs and includes the paragraph from Insider at the top(http://www.insolvencyhelpline.co.uk/debt_management_plans/debt_management_programme.php)
From the pages I looked at it is not clear that the DMPs that they set up for you are fee free when they are up and running. They should make it a bit clearer on those pages as well so that the message is more consistent.

The aim is to find non-profit debt counselling help, in other words a one-on-one session with someone paid to help you, not to make money out of you. Be careful not to confuse this with ‘free help’: many commercial companies say they’re free as you’re not charged directly, but you’ll still pay somehow.
The places I'd suggest are:
Consumer Credit Counselling Service: Full debt help service. Link: CCCS Tel: 0800 138 1111
National Debtline: Full debt help service. Link: National Debtline Tel: 0808 808 4000
Citizens Advice Bureau: Full debt and consumer advice service. Link: Citizens Advice or visit your local CAB centre (find nearest)
Christians Against Poverty: Debt counselling agency, which specialises in helping those who are emotionally struggling too. The religious focus is why they do it, not how they do it. Link: Christians Against Poverty or call 01274 760720.
For evictions/repossessions: If you’re in danger of this it’s important to get legal advice asap. The Housing Duty Scheme, by Community Legal Advice or call 0845 345 4345, gives free advice at around 100 courts across England and Wales.
Local agencies: There may be a local debt help agency in your area, if so check it is non-profit or a charity, before signing up.

I think that people should speak to more than one org.
Insolvency Helpline stand to make more money from people taking out IVAs so will push those over alternative forms of debt management so they are not impartial either.£34,547 (Dec 07); Current debt: £zilch (Debt free December 2010)

LOL - I actually think it is a useful debate to have. There are a lot of side swipes at the various ways that advice agencies are funded.
I think that having the debate publicly (and rationally) allows people to make better informed decisions about the organisation that they choose for advice and the advice that they choose to take.£34,547 (Dec 07); Current debt: £zilch (Debt free December 2010)
