I think Lebara is possibly your best option - they have a 50% free offer at the minute - so their normal rate to HK of 4p becomes 2.7p a min.

You could beat this if you went through 18185 (1p a minute) but you'd have to have inclusive minutes to use from a contract.

A better solution if you're calling HK for long calls is possibly a skypephone from 3 - 3 have a network in HK and so you can use their Skypephone - it only costs a top up of £10 every 3 months to keep Skype live in the UK. Any calls Skype to Skype are free.
