Tiscali Web Mail Accounts - Advice Please

I have always found life easier having webmail accounts and have had a 'family' of email addresses with Tiscali (and their predecessors) for many, many years.
A few years ago, as I outgrew their mail box sizes I added some extra storage and a spam add-on to some of my accounts. These cost £15.98 per year. I decided to cancel them this year and advised Tiscali of this. The accounts returned to basic accounts as requested. Despite this, they have chased me for the full year payment.
Eventually I got to speak to someone who said that if I paid a pro-rata amount (£2.66) the account would be cleared down to zero and I would owe them nothing. This was processed on 3rd November. I checked the staus of my account following an 'automated' letter on the 5th November threatening 'service suspension' and was told that the account was ok and that I should ignore that letter. From 7th November I have not been able to access my accounts.
Today, after many emails to customer complaints, I have been told that the accounts have been deleted and the emails in them shredded (!!) as a result of the call I made and paid the £2.66. No way did I ask for that! The call was to a non GB location (I asked) but there seemed to be no language problems.
I've lost over a decade of addresses and some emails that I really need. Who owns these and should they have been able to destroy them? I don't believe they can really have been detroyed - they must be somewhere. Do I have any rights?

Yes - that was what I was paying for - on only one of the addresses.
I'm sure that Tiscali must have the accounts and emails etc in their system, but I'm just getting the standard 'sorry for the inconvenience - for further assistance please call our (overcharged) help lines on......' replies.0 -

I was accessing my webmail accounts without any monthly fees - like google - and I always have. My broadband is via Pipex and has been for about 5 years.
I have looked at the secure mail link that you kindly posted. I have not paid a monthly amount (currently shown as £3.50 per month), but paid for the 'medium' add-on that expanded the mailbox and gave virus and spam protection. Must have been on an old fees system as the amounts not shown don't tie into what I was being charged.
