Dunfermline b/s FTSE 100 ISA

I've got a bond maturing and have been offered this account with the dunfermline b/s, I was wondering what others thought of it or if there is anything similar/better out there.

Tracks the FTSE 100
Min investment is £3,000
5 yr term
Tax Free
Minimum return 13.5% on original sum (approx 2.5% yearly)
Maximum return of 50% on original sum (approx 8.5% yearly)

I quite like the fact that the capital will still rise, but only in line with inflation. I'm wondering if the potential up side is good enough?

Any thoughts greatly appreciated.
