eBay's Attitude to Software Piracy

Are these dodgy sellers getting banned from eBay after a certain number of reports?

It looks to me as if they'll just relist the item - do they get their listing fees back? Hope not!

eBay/Paypal appear to have no interest in the fact that things are being sold as genuine when they aren't (and it really P's me off that I've twice specifically asked individual sellers if their items are original/factory sealed, been told yes, and then find myself with some poorly photocopied copy discs). They'll say I should be issued with a refund, but never refer the problem on or do anything to the seller other than let them continue on their merry way.

I've started filing complaints with FACT (http://www.fact-uk.org.uk/) but it's early days yet, so I don't know if they'll do anything or they're just another of these organisations who 'file it for future reference' (like Trading Standards).

I suppose as long as people keep buying these copies, ebay will happily keep taking the money!
