This type of question keeps on coming up and there is no correct answer. It depends on the construction of the wall, which can only be found by close investigation. Then you have to make the appropriate decision as to what type of fixing is required. It is extremely difficult to place fixings into a plastered wall accurately. If a concrete lintel is used today. It is unlikely to be more than about three inches(75mm) thick and so can be avoided by fixing above it. However, houses built in the 60's can quite often have a lintel which is 6 inches (150mm) or more in thickness. This would normally be about where you might want to fix a curtain rail. If a steel lintel is used then there is no problem at all. If the wall is dot and dab then a special purpose wall plug can be used, which will work in plaster board. This presumes that the curtain is not too heavy. If it is then you might require extra fixings. All the above applies if you want to fix a batten to the wall, but it will bear slightly less accuracy in the fixing positions.I can afford anything that I want.
Just so long as I don't want much.0
