Motorola C115 Locked or Not???

I have a Motorola C115 which came with a PAYG T Mobile SIM. I bought a Tesco value SIM and it worked fine, calls, texts, no problem.
I then lost the SIM and TESCO sent me a new one (having cancelled the lost one)
The new SIM will not work, it sometimes connects to the network showing a signal and sometimes does not but will not send or receive calls or texts.
If I put an Orange SIM in the same thing happens. Connects to Orange, shows signal but will not send or receive. Get message "call failed"
The new Tesco SIM will work in another phone so it is not the SIM
Any of you technical bods know if this means my phone is locked or not? because there is no point me paying T Mobile £15 to unlock it if that is not the problem

sure its not barred?
if it was locked it would say enter unlock code (or similar) withn a different sim in.
what does it do with a tmob sim?

I also asked T mobile for help and they confirmed it was not locked, however the spooky thing is the phone started working with the Tesco SIM card yesterday and now works fine. No idea what was wrong or why it has suddenly started working again.
