But the OP already said the bills are in the agent's name. Surely that means it is up to the agent to retrieve any disputed money from the tenant until the date the tenant takes over the account?0

Sep 29 - moved in
Oct 8 - bill comes in - addressed to agents
Oct 31 - OP posts, obviously in possession of bill
Doesn't that suggest that OP has opened bill addressed to agents and not passed it on to them, or agents have forwarded bill to tenant?
I see your point, Kim, but OP is suggesting that supplier rather than agents are pursuing him/her as there's a reference to a call made to 'the bill company'.
