Tiscali Payment Issue - where do I stand?

I've been a Tiscali Customer since September 2008. I note from my Bank Account that they haven't collected any payments for my services. According to the Online Bill, there is an amount of £48.00 left uncollected.
I have emailed Tiscali's Billing Department and not received a reply yet.
I've checked the obvious things like is my Direct Debit set up correctly and this seems fine.
So where do I stand in terms of my contract with Tiscali if they carry on NOT deducting payments from my account.
Like alot of people today, I live on a tight budget. I'm concerned that if this continues, the amount owed will build to a figure that I can't afford and no doubt Tiscali will expect payment or terminate my services if I can't/don't pay.
In my letter to Tiscali I have explained all issues concerned. I've also set a limit of £100.00 with them at which I'm comfortable financially with if they fail to act.
Any help is appreicated.

While Tiscali provide a technology service they are not very good at managing it themselves.
Tiscali do put a stop on collecting Direct Debits from their end. If the customer doesn't notice they send out red letters demanding payment.
They will reply to your email probably within 5 days. They may give you a telephone number to use to sort it out. In my case it was a British call centre and it was sorted immediately by a long suffering operator.

Tiscali do bill in arrears, not in advance.
When I joined them over 2 years ago (yes and still with them!!) it took about 2 months before the first payment was taken.0
