Advice for a complete mobile phone phobic

Help!!!
Well maybe 'phobic' is a little strong, but I just haven't a clue these days about what phone does what and what is the best deal, so I thought I'd ask the powers at MSE for your advice....
At the moment I have a Nokia i-don't-know-what-model which I've had for about 2 years on a virgin payg deal which is fine for me.
My partner, a keen fisherman, wants his own phone for emergency purposes and also (more importantly in his opinion, I feel) one that he can take photos of his HUGE fish!!
So he won't be making many calls, nor texts so my guess is that a payg deal would be best for him as well, as finances are a little tight. However I've looked at a few phones and they are just SO expensive if you want a camera but don't want to be tied into a contract for a phone he will use very little.
Can anyone suggest any deals/ideas that they may have?

I would suggest you look on the Virgin website for their reconditioned phones as you can pick up a good bargain there. Better still wait for all the returns after Christmas as that is what their reconditioned stock is unwanted phones that have been returned.0
