Can a simcard be locked to particular phone?

Hopefully someone can help. My OH is a bit of a dinosaur and only uses his mobile when we are on holiday or arranging to meet somewhere. He has an old Samsung (SGH-R200S) with an O2 simcard in it.
Anyway, I got a new phone and decided he could have my old one as it was more up to date than his but the problem we have is his simcard won't work in it. My phone was a Nokia which was originally on O2 but has been unlocked so should be able to accept any simcard but when you try to make any calls it says "call not allowed". It does however let you send text messages. We have tried the simcard in both sons phones and the problem is the same in their phones.
Can anybody help?

the simcard could be too old so that it doesn't contain all the modern information that newer phones need to obtain from the sim, surprised texting works but maybe that much info was obtainable from the sim0

If you get a new O2 sim card they will transfer your number and credit over to it if you request it.
